Who this applies to

Xcel Energy operates in eight states, and its interconnection rules are set state by state. This page covers Xcel's two largest distributed-solar territories — Colorado (Public Service Company of Colorado) and Minnesota (Northern States Power) — and keeps them separate throughout, because the processes and state rules differ. Xcel's Michigan, New Mexico, North Dakota, South Dakota, Texas, and Wisconsin territories are not covered here yet.

Colorado

  • Customer-sited (behind-the-meter) solar and storage — net energy metering plus optional Solar*Rewards incentive participation, applied for through Xcel's Interconnection Application Portal.
  • System sizing — the portal evaluates every application against the 200% Rule (system sized up to 200% of the customer's annual load).
  • Community solar — Solar*Rewards Community gardens use the same portal but their program rules are out of scope for this page.

Minnesota

  • Distributed energy resources of 10 MW and under — governed by the statewide Minnesota Distributed Energy Resource Interconnection Process (MN DIP), approved by the Minnesota PUC in 2019 under Minn. Stat. § 216B.1611.
  • Net metering — Minnesota statute (Minn. Stat. § 216B.164) entitles systems of 40 kW or less to net metering compensation at the average retail rate.
  • Solar*Rewards Minnesota — a separate, Minnesota-specific incentive program with its own annual funding, elected at interconnection.

Colorado

All Colorado DER interconnections — net energy metering, Solar*Rewards, and Solar*Rewards Community — are filed through Xcel's self-service Interconnection Application Portal. The portal collects the application details, e-signatures, fee payments, and document uploads, then moves the project through program review, completeness review, engineering review, and (if screens require) a study process. Engineering review uses size-based levels: Level 1 simplified screens for the smallest systems, Level 2 fast-track initial review screens with an optional supplemental review, and a Level 3 study process with a scoping meeting and system impact study for projects that fail screens or need upgrades.

Minnesota

Minnesota applications follow the statewide MN DIP framework (docket E999/CI-16-521) rather than the Colorado procedures. MN DIP defines three tracks, and the signed agreement is the standard MN DIA — or, for the smallest systems, the Uniform Statewide Contract, which serves as both the net metering contract and the interconnection agreement.

MN DIP standardizes the application content statewide; Xcel's Minnesota-specific forms and portal screens implement it. Structurally, a Minnesota packet includes:

  • MN DIP interconnection application for the applicable track (Simplified for certified inverter-based systems of 20 kW or less) with the application fee
  • One-line diagram and site/system technical details, including certified (listed) inverter documentation
  • Signed agreement — Uniform Statewide Contract for the smallest systems, or the MN DIA with its cost estimate for interconnection equipment, metering, and any distribution upgrades (returned within 30 business days)
  • Net metering election for systems of 40 kW or less under Minn. Stat. § 216B.164
  • Solar*Rewards Minnesota program forms if participating confirm current revision
